Dr. Colleen Thouez discusses how cities, New York in particular, are trying to formally join a U.N. global compact on migration, despite the White House’s refusal to participate. Thouez leads the welcoming and integration division at the Open Society Foundations (OSF) Headquarters in New York and is a former advisor to the Secretary-General’s special representative on migration at the United Nations. She is also a senior fellow at Columbia University’s Global Policy Initiative.
